Value Analysis, Process Improvement, and Change Management

 

  • Completed formal training in value analysis. Participated as a team member in value analysis workshops pertaining to government, education, and private development projects in Oregon, Washington, and California.
  • Incorporated needs assessment and value analysis techniques into all strategic planning and project management activities. Consistently developed innovative programs to improve service levels, reduce costs, and streamline activities through effective staffing and the focused use of technology.

Financial, Investment and Debt Management

 

  • Invested and controlled daily fund disbursal, accounting, budget development, audit, and loss control procedures on balances of up to $150 million for a $94 million annual budget. Developed, administered, and evaluated a $7.8 million annual departmental budget meeting all internal, federal, and state accounting requirements. I was also responsible for finance and accounting functions, fiscal records and reporting, cash management, information reporting, and fund accounting standards maintenance.
  • Formulated and implemented policies for investing, cash control, asset tracking, and custody procedures for funds and financial instruments in order to eliminate opportunities for fraud or abuse. Analyzed and complied with statutory, policy, and reporting requirements for financial, debt and investment management.
  • Developed and implemented a debt management approach that reduced costs by a documented 25%. Also generated income projections, cash flow, audit, and fund management systems, and loss control procedures and policies.

  • Treasury Manager, City of Salem, Oregon – Responsible for recommendations, management, and implementation activities to ensure optimal performance of cash management, short and long term investment decisions and strategies, debt issuance, and financial relationships.
  • Finance Director, City Clerk & Personnel Officer, McCall, Idaho – Responsible for all financial activities and reporting, human resources, purchasing, and meeting statutory requirements of the City Clerk.
  • Director, Disability Determination Services, State of Idaho – As a member of the Governor’s cabinet, I managed the State Agency responsible for eligibility decisions on Social Security Disability benefit claims.
